Well, if you've watched the trailer for Stick of Truth, you might have an answer to whether this is setting up the game.

I'd say they are kids, and probably dug out their lord of the rings costumes, and gussied them up for playing GoT. Obviously, this one was about Cartman's love of GoT, and Randy on 'the wall'. But i think the costumes are similar to the Lotr ones.

Let's all agree on "It's a fun show!" We don't always have to knock down the stuff we like, just in case others find it silly.
