Well, they aren't actually interchangeable in my opinion. This refers to 2013, Next refers to 2014.
When Dale's actor left the show, writers lost focus. I think that, like in the comics, Andrea and Dale were supposed to have a romance. Without Dale's influence, Andrea didn't really have a place to go. But they needed to introduce Michonne, so they gave Andrea that.

Last season she had to deal with Lori, who will always be worse than Andrea, and Carol when she was still a sour character. I understood her bitterness at that point.
In the comics, Dale makes it long past the prison arc, and has a romance with Andrea that lasts until one of them dies. He has a peg leg in the comics.

I believe that Milton did not mess up the Governor's plans. What encouraged the Guv to go crazy and kill so many people was Andrea's betrayal. Milton didn't mean anything to the Guv once his daughter was dead.
