I'm not sure they were meant to be a major influence in the year the show took place. People speak Chinese; we speak English but England hasn't been a major power for about a hundred years. Maybe Joss/whoever has said otherwise in interviews, but as far as the canon show, it's simply never mentioned.

That's one of my biggest pet peeves with comic books, especially with a character like Wolverine. His superpower is literally only good for killing people (and opening cans of soup where the tab breaks off before it's all the way open), yet you never see him do it.
