Not really.  Probably for senatorial seats, but Representatives run more of a spectrum because of the lowered power of a given seat.  There's nothing unrealistic about the idea of a HoR Republican being right-leaning, although there are certainly less than there were a few years ago.

I suspect the war thing will be remembered pretty negatively, the rest of the things Bush was criticized for won't be (which is mostly history correcting itself).
