The voice is definitely part of why people hate that character, but it was the voice he was directed to do. He did a variety of them before Lucas picked that one—so its not all on him. He didn't write the dialogue for the character either.

I disagree with the claim that Chavez makes about Humphrey becoming more conservative about Vietnam. He was in a tough place in regards to it.
