IIRC, Jeff Bell took over for David Simkins before the S4 arc kicked in and it's never really been clear exac, so the arc is Bell's.

I already thought that the Angel comic situation was confusing but now I'm completely befuddled.

It just doesn't work for a number of reasons.

It also would've been nice to see an explanation as to why the unexplained parts of "Epitaph One" (with most of the characters, including the dolls who were set free, ending up holed away in the L.A. Dollhouse long before the Epitaph time period) happened.
