At the merge his tribe was down 2 people. Even if he would have used it at the final 10 they would have been down 4-5 and he had no way of knowing that he was going to win all those  immunities. I'm not saying he would have had a worse chance in final tribal in the counterfactual scenario, but he had his reasons.

This is what confuses me because there is a lot that's different. They'd never heard of Jones, Olivia didn't know about her powers or the other Cortexiphan subjects, they didn't know about the Observers, and the writers seem to have remembered that they were setting Nina up to be a villain the first two seasons.

I'm sure it hasn't been that long(or even in that order) for them, the boss Observer just learned that Peter's back. If they watch all the weird shit that goes down they would have had to have noticed him investigating it by now.
