It's not at all clear to me that the show condones the actions of Dane's character, or thinks that "the ends justify the means".  Did you miss the part where Carrie is literally mentally ill, taking anti-psychotic medication?  And I don't see any confirmation (yet) that her "target" is anything more than a tortured

It may be a bit of license, but at the same time they were attacked by a "terrorist" group, with potential lethal superhuman powers.  And, for that matter, the SWAT guys might think of them as even less human than most terrorists, because of their abilities.  (There certainly seems to be a rather disdainful attitude
