From it's first episode it was a pretty clear that GL was the better show.
Bruce Wayne came back well in advance of DKR, like two years in advance. He came back when Morrison intended to bring him back for the story, not because DKR came out. When DKR came out they started publishing a Batman comic called The Dark Knight.

For me it's "Five by Five" and "Sanctuary" where Angel comes together. Before that it was just trying to be the darker Buffy, and after that point it became its own show.
