In 'When White Boys Write Black', Rosanne Welch's chapter in Doctor Who and Race, she pretty persuasively argues that Moffat has a tendency to treat his 'good' nonwhite characters as what WEB Dubois called "The Talented Tenth", and avoids shading them with any depth.
