I think I finally felt this today after 140 something hours. I was saving the Witchcraft Museum for my last quest before going into the final section of the story. I avoided SPOILERS but saw so many mentions of how awesome and terrifying this quest would be. Turns out it’s a two room building with a deathclaw in it.

Yeah. I passed a red persuasion check to get her to join, the the quest goes back one step telling me to speak to her again. I got the quest completed by talking to the doctor again, but the sister is stuck on a loop.
