When the episode opened with her in that fantastic yellow dress on the shrink's couch, I had high hopes for the episode. Maybe it didn't deliver, but that line made it worthwhile.

I think it's just her character. Obviously the actress is 20 years old and shouldn't be treated like an infant, but like the woman who plays Pepper with a functional intellect as a child (the actress doesn't have microcephaly and is very pretty), she's just playing a part.
