Yeah, that was more my reading of it.  Chapelle was basically saying that Bush hustled the American people by talking louder, acting more outraged, and bullying everyone into the war.

I wouldn't call this particularly racist.  Most of what South Park does is so far beyond the pale that it doubles right back around to harmless.  Could someone conceivably get offended?  Sure.  Did anyone?  I honestly don't know but I would be surprised.
