I could be wrong, but Cassie being there for Ava's arrest said to me that Ellen May actually never talked; Raylan was bluffing to get Boyd to come with him.  It was Cassie who told the Harlan County sheriffs where Delroy's body was.  Cassie hadn't necessarily teamed up with Paxton, just her and Paxton both teamed up
