It's been a while since I've seen it, but didn't Iroh say it was Roku's crown? I don't think I would have noticed otherwise. Maybe Roku's house didn't get buried in lava and have a Fire Temple built over it and someone found the crown and returned it.

I always found it interesting that Azula was surrounded by blue flames in her throne room, when her father's were red. This implies that the Firelord makes the flames to show his might, like having crown jewels to show your wealth. I don't know. It seems like a crazy basis for a government.
