There is Irish in his accent, but it's not a full-on Irish accent, unlike the accents of many of the other characters.  It struck me as odd, too.

I don't think the questionable police procedure is a marker of his being trouble.  Seems like he's no different from the other cops in that regard.

I think he can be exceedingly focused, to the point of tunnel vision.  I also suspect he does not suffer fools gladly.  Both of these make him abrasive and abrupt at times.  I'll take that over Art's smarm or Lorena's determined (fake) gaiety any day of the week.

For that matter, what was the point of the stalker guy?  What kind of bad luck is that, anyway, first to stumble on a coma conspiracy and then to be menaced by some random psycho killer?  Oh, I know, there's a tenuous connection, it's so strained and underwritten, it hardly counts.
