In his best stand alone stories, he's a regular guy who can shoot arrows really, really well. Morally, he's not a good man, but he tries to be better and atone for his past mistakes (while also fighting super-villains that are usually way above his skill set).

When is someone gonna write another good Green Arrow series. The last one I really enjoyed was Meltzer's Archer's Quest. I guess Year One was was passable. So it goes.
