Collateral is definitely one of the best "the city of LA as a character" films I can think of. There are a ton of noir-era movies that would fit the bill also. Even stuff like Repo Man or Lebowski could work.
too many LA films that I'd like to see covered here this week. Training Day would be a good one - in terms of Los Angeles as a character - but we've already had Denzel grace us with his presence. Chinatown would be another obvious/popular one. LA Confidential or even Strange Days I could live with.

Nobody Move was a great little noir thriller full of sentences like "Ruthless neon on the wet street like busted candy." Normally I hate all that Chandleresque crap but he really knocked it out of the park here.
