I would never condemn anyone for putting Keaton at the top. Matter of personal preference. Many comedians I know like him the best.
You have a point about silents and talkies being two entirely separate worlds. Part of the reason I rate Laurel & Hardy so highly is their complete mastery of both. In that they stand alone.
