I enjoyed Garibaldi almost as much as Londo & G'Kar here too. I loved Doyle's delivery of the line "Old news" when he witnesses the senator badmouthing him.
Those two are the worst of the season, but I would say Infection is worse because it was the least professional looking, because it was the first ep they made after the pilot. TKO is just a dumb story.

S1, and the Gathering in particular, or really underrated in my opinion. The Gathering definitely has problems, but it introduced a world and mysteries that intrigued me, and were totally different from the happy-go-lucky land of trek (which I love just as much).

Eli, while Jean-Luc's argument is valid, I'm not sure that Spock is a good example here. In the movies, Spock's arc had him come to terms with his human side, as also demonstrated in his interaction with his younger self in the reboot. His appearance in Unification is consistent with that.
