Yeah, they were people that used technology to give the appearance of magic. I found them silly, but JMS loved them and inserted them into the spinoff, and a lot of the canon novels. As I said, he thankfully only used them in one episode of B5 - mercifully.

To be fair, that was the first episode they produced after the second pilot. It was one of the worst done episodes in the entire show's run, but they were just starting, so things were bound to be rough.

Julie Caitlin Brown certainly is gorgeous. You could tell that underneath that Narn mask was someone attractive. It's a wonder how some actors never go anywhere.
I remember Scoggins actually being somewhat attractive in Cardassian makeup for that episode, but in B5, as a human, she looked like a typical woman with too much plastic surgery and who was trying too hard.
The miniseries certainly did do a bad job of ending the story.
I have to rewatch that sometime soon. I remember it being nothing special but not egregiously bad. Just there. I've read all the hate about it online, though.

Totally, I find Farscape (and B5) far superior to DS9, especially when it comes to story arcs, which is the main comparison.
You're thinking of the Season 2 episode "Out of Their Minds" but that is yet another superior body switching episode from the show (it just didn't feature a criminal like ABL & Passenger).
