The only inconsistency I found watching the chronological Memento a few years ago was that Carrie-Anne Moss's character didn't tie together so well, but that wasn't apparent in the theatrical cut.

Estes seemed fairly vaporised and those body bags seemed pretty full for such a blast. Every piece would have to be bagged and sorted, you don't just fill body bags with whatever's nearest.

I'm gonna guess that the NYT article mentioned that the VP exercises on his office treadmill, and that that would be when his pacemaker would be monitored, so it's fair to guess the case would just be stored nearby for convenience.
