Also nice and bracing is the Odo/Garak scene right before that, when Odo starts off being hilariously skeptical that he even can be tortured, and as it dawns on him how Garak is going to do it, the bravado just drops off and is replaced by cold fear. Awesome acting.

I think Vince Gilligan was talking about how only season 2 on Breaking Bad was planned to any extent, and seasons 3-5 have been, if not improvised, at least more flexible in their serialization.
