I'll give the evil edge to the blue hands guys. Even though Niska's sadism is downright shocking the first time, he's recognizably human.

For my money, the Earth arc is the more important and interesting one of the series. Basically all my favorite episodes wound up revolving around either that or the Narn-Centauri conflict.
