Also, we've seen how Weyoun responds to Odo even if he isn't on their side. Odo is a god in their eyes, and maybe he can prevent some more heinous things from happening if he's around. They will listen to Odo more than they will to the Bajoran militia, even with a non-aggression pact.

I am convinced that there is, somewhere in the depths of the former Desilu Studios backlots collecting dust, a full episode's worth of deleted scenes that will somehow make sense of "The Alternative Factor."
Maybe it's just my warped sense of morality or something, or maybe it's because I saw him as Garak first, but I really sympathize with Robinson's Hellraiser character.
It really is a well-thought out story with plenty of interlocking steps. That is rare in comedy.
