We know that this universe has it's own Cybermen besides parallel dimension ones - Rory blew up a whole legion of them in GMGtW
They might be Mondas Cybermen. Or maybe the universe that the Doctor rebooted has it's own Cybermen genesis story, one we haven't seen yet.
