It sounds like you're more familiar with the Sherlock Holmes cannon that I am (I haven't read any of Doyle's work), so I don't have any reference for how Watson should be depicted aside from Martin Freeman's interpretation in Sherlock.

Forgive me if I don't fully understand your meaning, but I don't see why an older character or actor would be incapable of progression or portraying character development. Older people are just as capable of making life-changing decisions, or learning from experiences, or being a part of transformative events.
