Yeah, they really are playing up the romantic elements of the setting, aren't they? So he gets to give her the ring to prove they are in love, and kiss her to infect her with the life-saving virus. just like a fairy tale but not as whimsical.
This was a very typical Star Trek type of episode but without much depth. There's a very Deep Space Nine feel to the premise, with a problem of the week to solve or something new to explore.

I think you give too much credit to the early 1960s secret service. Remember these are the same guys that let the president drive through Dallas in an open car without securing all the buildings along the route to make sure some nut didn't smuggle in a military-grade rifle.
