Why'd they change it?

If memory serves, didn't Liz Shaw get particularly screwed? I don't think she ever got a farewell scene, and her departure was just written off with a throwaway line in the first episode of the next season.
Jo Grant had a pretty good exit though, mainly for how hard the Doctor took it.

Agreed. The Angels had fairly clear rules laid out from their first appearance, so any creative license makes for big holes in logic.
