"Turn Left" wasn't meant to give David Tennant time off. It and the other "Doctor-lite" episodes are made to allow the production team to make more episodes in less time. Tennant could be filming one episode while the companion was off doing another.
Rose was grating and selfish, and by the end of her run, she and the Doctor were insufferably smug together. Plus bringing her back killed the impact of her departure in Doomsday.
