Was that in NYC?  I would kinda assume that.  My suburban crimeless hometown would always have backup for speeding tickets and it's like,  yeah, good thing you've got that other guy there, otherwise who knows what would happen.  So I also leaned towards the bureaucratic critique.

I mean one can read it either way - that police often get involved in frivolity or that perhaps his panic led them to call in that many police.  I choose to read it the former, but yeah there's a lot of ways that could've gone.

No one's mentioned the great sight gag - at first, there are 3 officers in Louie's apartment to deal with his problem.  That's already ridiculous, seeing as how it's not clear how 3 people are needed instead of one (or as it turns out, any at all).  Then later on in the scene we can see a fourth pacing around in the

Hahaha, this is one of my favorite Internet tropes - the one where everyone is pretending to like something only because not liking it means you're an unsophisticated boob.  Yes, all the commenters are hiding the fact that Season 3 has been terrible.

Yeah, count me in with Bob Dylan - just bought this book, excited to read it.

Of course it's the Konami Code - he just had to end it with 'down' because that's where Nintendo Power's ad revenues were supposedly going at the beginning of the sentence.

They still play it every time at Yankees games.  Then they follow that up with Take Me Out To The Ball Game to which God Bless America is a fantastic lead-in.

The comedians I follow on Twitter who've talked about it (FWIW, I don't follow Kirkman) don't want to interact with regular people on there, and I don't blame them.  They are used to a one-sided interaction; having a bunch of randoms deconstruct their jokes, or even express appreciation, seems odd.
