Not really.  Most of the successful FOs these days still lean heavily towards scouting in player evaluation.  The numbers help, obviously, and sometimes you have the perfect storm where the numbers and reports match.  Regardless, just about 100% of the time, a GM will take the word of his scouts over his stat
