It's less their relationship being the issue but more the dynamics of the relationship. The abuse is precisely the worry I have, though like Stark and Potts (in the films) I would assume the relationship would fundamentally change once the two actually go out.

I think the situation was more akin to a rich person in the neighborhood not donating to the local fund drive. Help would be appreciative, but the person does not have to donate, and there will be others willing to donate for the cause.

True, but I don't think her decline meant she holds some responsibility for the situation except for the fact that Kuvira was like a daughter to her.
Offering no help when she has the resources available is rather unkind, but I don't think it means she should be blamed. I imagine others could have done the task if needed like the United Forces or the Air Nomads. Kuvira just ended up taking the helm first.

Because miniseries and plot. I agree the show could have saved the reveal of the hard truths for the next episode, and allowed Bolin to better try to negotiate. But I dunno if rushing the buildup is worse than delaying the conclusion we all knew the story was going to end up anyways.
