You know Duncan wasn't in the previous two seasons at all right? The only real difference with him is that he likes Britta now, which does make sense.
Duncan has given Jeff advice and they like each other's company. You're taking the new characterization to mean some kind of superfriendship a la Trobed, but who said anything about that? They're friends because they say they are.
Jeff and Duncan have been actually friends since only the first episode, that's all.
It's a nice thought but the look on Jeff's face as Britta waxed wise said it all.
