I took it as something that was done independently. I don't get the impression that the Cardassian government particularly needs excuses to do horrible things.

Regarding Garak's initial murdering of the Cardassian soldiers, I kind of think that whether Garak was drugged or not, he would have been effectively murdering those guys. Obsidian Order training would clearly cover all of that. I think maybe the drugs just made him ever-so-slightly-more sadistic, and then amplified

Agreed, and I think it is inherently humorous. In fact, I think most goths find it sort of funny in their own way, too.

The funny part about Richmond is the juxtaposition of his rather ghoulish make-up with his actually-really-sweet-and-kinda'-sad demeanor.

I think that in playing God (because that is effectively what Geppetto has always done, from the creation of Pinocchio forward), he was inevitably corrupted by power.
