As I read it, the Great Link is kind of a euphoric experience for the Founders, and seems to have an addictive component to it. I think that Kira is the one that tends to bring the "good" element of the equation to the forefront in Odo's life. Kira confides in him and trusts him, not just because he is lawful, but because he is also good. Yeah, if not for Kira, that good part of him would probably have withered, but it's no less there.

In "In the Pale Moon Light," we see that it doesn't take Garak very long to figure out how to bring the Romulans into the war. You almost get the sense that he was just waiting for someone to ask.
