Regarding the prison, those weren't the same type of prisoners from Talia's time in there. Those guys had all been wiped out by the League of Shadows. The Helper Prisoner mentioned it was now "Bane's prison," so it's probably filled with those who previously crossed him.

Bruce Wayne still had connections. He is (was) extremely rich, powerful and adept at sneaking around. His will was never broken, so he would have found a way in. The movie never did explain how much time was left when he escaped prison, so he could have an a week or so to get in.
