The film wasn't made for that reason and it is a good movie, but its Best Picture win could partly be attributed to the "let's make it up to the minorities" ethos of Oscar voting.

Hated Out of Africa, Chariots of Fire was the usual "let's make it up to the minorities" message picture but it was well made although not deserving of BP. Highly disagree that The Last Emperor was a "terrible prestige picture". I think it was a great picture by a great filmmaker.
