In fairness, Arrow has dragged in Harbinger, the Royal Flush Gang, the Blackhawks, and several others with no discernible ties to Green Arrow. Heck, Firestorm' s stepmother is a major part of the show and has never met comics Green Arrow near as I can tell.

In fairness to Harras, he wrote a decent Avengers run in the 90s.

Yep… I didn't mind it all that much, since it played off the longer term arc with Tony.
