I want to say that Stoppage Time as opposed to stopping the clock is what keeps the length of soccer matches to a tight ~2 hours. Think about it this way, a basketball game's official time is 48 minutes (just three minutes more than a single soccer half) but an NBA game takes way over 2 hours to watch.
