And I have to agree with Caroline on the Cosima part. I'm not usually into dreads but I prefer her over Alison.

It was a purple heart which is American military. Although he most likely was moved to Canada for the job. There is no way this show is not set in Toronto though. You can see a government builiding with Canada written across it and flags.
