I think that is just Tom and Jean-Ralphio being the master-entertainers they are. If you watch any past clip of T+JR in a talking heads segment they're always directly talking to the dudes manning the cameras. That's just how they roll.
I agree; but Parks and Rec was a better episode overall for different reasons.

I've actually been watching the Simpsons for the past 4 or 5 weeks or so and….it's actually not that bad. I mean, it will never reach it's early greatness again, but it's still surprisingly really really solid. I love the Simpsons, man.
