I think you're Selling Aaron short, but there were at least 9 writers for Avatar's whole run. It's not hard to believe things would be different with only 2 this time.

But if you think about it, Tarrlok wouldn't have reacted so badly if he was a non-bender. And we don't know the story of how he ended up on the council, so we can't say he got that power because he could bend.
