I think that play's into Korra's own ideas and personality. She doesn't use Waterbending becuase it's not as Agressive as Fire or Earth-bending, and she doesn't want to carry a skin around to hold water in. She's naturally a Waterbender, so that really says something about her when it's her least used element, not…
