To me, only the opening was an action scene, albeit one that didn't actually happen. I was considering how great the episode was without much violence.

I think Chief Bei Fong is mild mannered compared to the stuff her mother did in her first appearnce (not counting the Swamp) alone. Seriously, Toph was a bully part of the time, so her daughter being convinced by Tenzin so easily makes her reasonable.

I would like to point out no one's questioning why Korra saw that Flashback to Aang's life. In fact, there really was no indication of what exactly that memory meant, except that Aang probably wanted her to see it, meaning it must relate to Amon.
