If you look at the first episode, when Sam's health starts to take a nose dive, Zeke is just sitting there. I think he was waiting for Sam's health to reach the brink so he could talk Dean into making Sam agree to be his vessel. He needed a stronger vessel, and could be better than one that can withstand an archangel?
I kind of grew to liking that Eve ended up being a MacGuffin, but I totally agree about the Campbells being a waste.

I'd say the show has had plenty of real female characters over the years, it's just most of them have been one and done.
