But something happened to change his mind, and he decided to expand it to a five year plan. But yeah, the core of the grand plan was always Sam and Dean

He only had those powers because of demon blood, and currently he is demon blood free.

Kinda, angels were never apart of the overall plan of the show. It all pretty much goes back to season three. Originally Dean wasn't going to die, Sam was going to kill Lilith and save Dean, but then the writers strike happened and things needed to change, so they decided to kill Dean. So the best way to get Dean out

You shouldn't expect Phil know those kinds of things, he's had trouble following what happens in an episode at anytime. So expecting him to remember something from season five is asking a lot.

I think there's a bit of a difference between Sam and Dean doing a spell or to summon, or make a hex bag and the regular witches. Mostly because the witches they've run into have dealt in the dark arts, and got their powers from demons.

They did a better job of it in the Repo Man episode from season seen.
