Maybe eventually the remains regenerate, and the monsters go through the whole cycle again and again. Because remember these are souls, if centuries of torture in Hell doesn't destroy a soul, I doubt decapitation will.

Well, in Supernatural Purgatory was a place created specifically for the Leviathan. And I think that the reasons monster get sent there has to do with possibly their souls being tainted in some way.
