The show has Kasper doing the jobs of at least three people - political advisor, press liaison, speechwriter - so it's not that surprising that he's always underfoot.

Critics are paid to watch television, and see everything, even goofy-looking sci-fi shows on basic cable. The Emmy voters are paid to *make* television, and don't watch nearly as much.
