It gets less and less procedural as it progresses, and the sci-fi elements become more and more pronounced. Late Season 2 is where it really leans into the AI aspects of the show, and it really takes off from there.

They never sent Shaw to execute the guy who built the housing for the Machine, so Cole didn't investigate it. Also, the open system probably gave them a lot more intel than just a number.
